With the change in economic scenario arising out of liberalization and globalization, there would be constant search for strategies to enhance the competence of the people, engaged in any work, required for development and trade. This would lead to the search for empowered individual in society .Inherent strength in civilization may reflect certain traits in people, identification of which may provide clues to development of skill and preparing people for competence.

The general approach to development in future would have to be linked with quality of life and well-being of people. However, development of excellence on science and technology and its application may be limited to enhancement of quality of life and well-being of the people only. This would therefore, lead to strategic choice foe development, and as a consequence, steps have to be taken to groom people through effective human development and human resource development strategies.

The  development of the people is important. But in order to optimize the utilization of human potential, being appropriate culture and power sharing, they have to be ensured so that cultural imperative could be used for success and ultimately creating knowledgeable workers as means of production.

In order to enforce the empowerment process, there is a necessity to work on value awareness and choice of value .The empowerment could only be possible if the process is supported by studding critical attributes of an individual and developing upon it .Any attempt towards empowerment without developing people would be futile.

The excellence achieved though appropriate instrumental values would help to reinforce the empowerment process. Tradition and modernity have to work hand in hand to develop an empowered society. An empowered society would be able to transform itself and emerge as an excellent society , matching the demand of  the competitive.

IN SEARCH OF AN EMPOWERED SOCIETY
Change is a part of development. In past, the rise and fall of great civilizations were witnessed. It is believed that it might have happened due to a curse of time including invasion, warfare and natural calamities. But successes and failures could also be attributed to approaches to development.
 
Great civilizations like the Egyptian, Indian, Chinese, Persian and Greek seem to be everlasting in spirit. The gift of these great civilizations impacts us even today. Today’s development in Science and Technology in the west is largely built upon successes in mathematics and science, available from the past and that had origins in Arab, Indian, Chinese and many others civilizations.
 
This reflects the strength of the people, who were part of these cultures. The abilities of the people of these regions of the world in crating excellence, through contributions from the common man are known to the mankind. Whenever we look at the past and refer to science and scientific tradition, we would find that great civilizations could use scientific ideas developed through fundamental thoughts which helped the life of people in that region.
 
Egypt, in the land where this world convention once occurred, one can still trace the footsteps of those who were pioneers in architecture, land and water resource management. Further exploration may reveal that Egypt, like Mesopotamia, used surveying techniques that lead to the preparation of maps. Egyptians, among many other contributions, displayed surprising knowledge of plants and animals. They also established approaches to language at the dawn of history.
 
This is equally true of India, which is an inheritor of an ancient civilization. She can be proud of a unique contribution i.e. invention of zero, without perhaps development of entire Information Technology would have been difficult. There were other contributions too. In search of oriental contribution to the study of science, we may find a meeting point of Arab intellectuals and Indian scientific tradition, and it helped European Civilization. The scholastic achievements in developing, preserving and propagating science were possible due to Arabs who not only contributed to the body of scientific knowledge but carried the fundamental work of Indians to the rest of the world. Similarly one may focus attention on other regions which contributed in the past, but their current state may not reflect such development.
 
It is true, instead of nurturing a wounded psyche caused by economic development, largely arising out of modern science and technology, there is necessity to go back to the roots and rediscover the strengths and weaknesses of the people. In doing so, there is likelihood of emergence of conflict between tradition and modernity.
 
Tradition is a time tested phenomena, influenced by civilization. On the contrary, modernity is derived from the influences of development caused by modern science and technology. One cannot leave one and embrace other .Many times recent applications of science and technology on humanity have been questioned as  a test of time is not guaranteed success in improving the quality of life. Therefore, in many occasions, when we refer to application and progress, it is one step forward and two steps backward.
 
In Japan, even companies started building their success on the strength of Japanese society which displayed characteristics such as commitment, dedication, loyalty competence, respect, mutual aid and striving for improvement. Even identification and working on such characteristics gave rise to many systems and management philosophy in Japan, which are well known.
 
It is logical to believe that grooming would be required to complete this type of success within a certain time frame.  The approach would lead to the choice of strategic options.
