Citizens key element and partner for security units, Ministry leaders

Employees of the interior ministry and security units will be provided with health insurance in order to guarantee help to those who suffer from any sort of injuries in the line of duty, announced interior ministry leaders on the second day of their 18th conference held Saturday. The conference was inaugurated by Vice-President Abdrabu Mansour Hadi in Sana’a.

Hadi assured during his speech at the conference that Yemen now lives in immunity and issued a warning to those terrorists that are taking the country backwards through their acts, referring to what happened in Hadhramout where two Belgium women were killed. 

He said that this was a criminal act that is accepted by no religion and is denounced by the Yemeni people at large.

“We have great confidence in the security forces that they will arrest those criminals responsible as they did before with other crimes and that they will be brought to justice,” said Hadi.

“Terrorism is a global phenomenon and has no boundaries, no religion and no country, and this is a call for a global unity to fight it,” said Hadi, who stressed the importance of revealing crimes before they happened, adding that security and peace were key elements for development. 

Deputy Prime Minister, Minister of the Interior, Dr. Rashad al-Alaimi, talked about the great achievements that the ministry had accomplished in the year 2007. Foremsot of these was the arms carrying ban in major cities which resulted in a 40 percent decrease in crimes of revenge and lands looting. 

During the three days of the conference, a number of work papers were discussed, including issues linked to police performance, the modernization of administration and promoting relations with the community. 

Dr. al-Alimi confirmed that the 18th conference would review security performance, as well as the accomplishments and conclusions for the 2007 year. Al-Alimi also disclosed that the security authorities had seized over 4 tons of drugs and more than a half million ton of tablets during 2007 in all Yemeni governorates.

Al-Alimi said that there were 36,894 crimes, of which 34,694 were seized - 93 percent of the total crimes in Yemen.  Al- Alimi said that crime rate in Yemen is still low, at the rate of one crime to every 584 persons. This indicates that crime is still at a low rate, in comparison with economic development and the rates of other countries.
 
The Minister expressed sorrow over the exaggerations by some of the media and electronic news sites with respect to these events.  

During his display of his Ministry achievements in 2007, Dr. al-Alimi mentioned the ban on the carrying arms in the cities since August 23 of last year. He pointed to a 40  percent decrease in crime rate, an 80 percent retreat in land seizures and a recorded notable decrease in revenge crimes ever since the resolution was implemented. Arms carrying in the cities showed a 90 percent decrease since the ban. 

The Minister declared the completion of security deployment, by deploying 147,000 officers and 3,774 soldiers in 112 directorates. There were also 25 security checkpoints, in addition to 10 security areas. 

The security presentation was done though an overhead projector.  

More than 77,000 weapons have been seized since the application of cabinet’s decision to ban the carrying of arms in the capital secretariat and provincial capitals and the implementation of the regulation protecting senior State officials that began on August 23, 2007, according to an official report issued by the Ministry of Interior.  

Murders have also declined during the last five months of 2007 when compared with the previous months, by 22.2 percent in manslaughter murder cases and 9.8 percent in pre-meditated murder. 

In addition to the Ministry’s bylaw, other prominent issues among the achievements for 2007 were the establishment of the training center in Dhamar, electronic issuance in the general traffic administration, and the smart electronic card which will be issued shortly by civil status and civil registration authorities
