Sa'adah reconstruction committee returns
High-ranking official from the reconstruction committee visited Sa'adah to evaluate the war-damages.

Abdul-Mulak al-Huthi, leader of the rebel tribe in Sa'adah in the north of Yemen confirmed in a letter sent to President Ali Abdullah Saleh his commitment to Saleh's proposed cease fire, including retreating from mountains hideouts, evacuation from citizens’ houses, ending all armed initiatives and handing over all captives from the army, reported the September 26 website, mouthpiece of the Yemeni army.
Al-Huthi confirmed in his letter that the state is solely responsible for putting into action the legal system in the province of Sa'adah, calling on President Saleh to stop the actions of all those who do not want security and stability in the country whether they are civilians, sheikhs or military leaders.
Al-Huthi assured his and all his followers’ complete loyalty and commitment to protect security and peace for all citizens. He also stressed that they are part of the country’s citizenry and thus have rights and duties towards the country.
Abdul Malik al-Huthi has confirmed that his and his followers’ full loyalty to the Republic of Yemen through ending the rebellion as well as adhering to President Ali Abdullah Saleh's proposals.
He said that they accept the proposals suggested by President Saleh and the officials linked to stopping military operations in the Sa’adah districts.
Al-Huthi confirmed that they will stop exchanging fire with the troops, open roads and eliminate mines through destroying them or giving them to the authorities.
Apart from this, the Cabinet directed the field committee for Sa'adah and Bani Hushaish damage evaluations to file a comprehensive report to the Cabinet for approval of the development and rehabilitation requirements as quickly as possible.
"The Sa'adah reconstruction and rehabilitation committee, presided over by the Vice President Rashad al-Alimi; the Local Administration Minister, Abdul-Kadir Hilal; the Defense Minister, General Mohammed Nasser Ahmed and the First Armored Division Commander, Ali Muhsen al-Ahmar returned to Sa'adah on Wednesday for army redeployment," reported Saba News Agency.
During its routine session, the Cabinet reviewed the Local Administration report related to the evaluation of social and development services damaged by the war. It said that 4,141 house, 64 vegetable and fruit farms and 24 poultry farms were damaged by the insurgency.
The report also mentioned that 201 public buildings were either entirely or partly damaged, however the education sector topped the damage list with 116 damaged schools, the health sector with 36 damaged establishments and the endowment with 26 damaged mosques.
The assigned evaluation committee approved a work plan distributing damage engineer's teams into main branch evaluation committees containing the Parliament, the Shura (consultative) Council and relevant areas' members.
The Sa’adah damage evaluation committee returned to Sana'a complaining of several hindrances including several al-Huthi violations and some military units' objections.
The committee decided to go back to Sana'a following a military car interception to the official's parade, among them were Hilal, the local Administration Minister and the elected Sa'adah governor Hassan Mana'. Hilal announced that "the governorate needs responsible field cooperation, following the war complications."
Sheikh Daghsan, one of Sa'adah’s chiefs said that the people from Sa’adah appreciate the President's resolution, which they consider to be responsible and considerate with people's interests. He wondered why the al-Huthi insurgents do not take a similar step of good will, calling all the people to be rational and to do not listen to propaganda. He called the army to "be cooperative and lenient to the people," and the al-Huthi to "take serious peace
