Republican decree forms SCER, JMP rejects

Dr. Rashad Al-Rassas, Minister of Legal Affairs said that the President’s resolution related to forming the Supreme Committee for Election and Referendum (SCER) is compatible with legal and constitutional dates for conducting the parliamentary election in 2009.

Al-Rassas said that the issuing of this resolution, at this time, represents evidence of the political leadership that designated gave enough time to political parties and organizations for dialogue. He confirmed that no dialogues or side agreements can obstruct the legal and institutional dates or gain profit away from ballot boxes or in violation of Constitution and the laws  enforced.

He pointed out that in forming SCER it was compatible with the demographic, geographic, and party representation.

“It was important to form SCER at this time to respect and implement the constitutional and legal dates that any political party can not dare to breach”, he added.

The opposition (JMP) rejected the republican decree issued by the president last Tuesday, appointing 9 members for SCER and amongst them, three are JMP members (two Islah, One Nasserite).
 
Sources in JMP said that this decree will make the political crisis deeper because it forces the General Peoples Congress to deal with election affairs alone and demand participation from opposition in the coming parliament elections next year. 

The General Assistance Secretary of Islah party, Mohammed Al-Sa’adi, confirmed the JMP rejection for forming the SCER in the parliament.

“The General Peoples Congress process inside the parliament was against the law. They need support of 75% of the parliament members and that did not happen,” Al-Sa’adi said. 

“The republican decree is against the all agreements between the GPC and JMP, considering this action as interference in JMP’s party’s interior affaires,” he added. 

The JMP’s candidates for the SCER announced their rejection of the republican decree that appointed them as members for the SCER. 

Abdullah Mohsen al-Akwa’a, Saife al-Shara’abi and Abdullah Mohammed Dahan consider this decree as lacking legal process and harmony.

A republican decree was issued on last Tuesday appointing a multi party 9-member staff for the Supreme Committee for Election and Referendum (SCER) . 

The committee is formed as follows: Khaled Abdulwahab al-Sharif as head (GPC), Abdullah Muhsen al-Akwa’a as deputy head, JMP, Islah party, and as members,Dr. Ja’afar Saeed Ba-Saleh, GPC, Dr. Mohammad Abdullah al-Sayani, GPC, Allawi Ali Mashhoor, GPC, Abdu Mohammad al-Janadi, GPC, Mohammad al-Saqqaf Bal-Gheith, who was dismissed from membership of Yemeni Socialist party, Saif Mohammad Saleh al-Shara’abi– (JMP-Islah), Dr. Abdullah Dahan, Nasserite party.
