CSOA report reveals Ibb health institute corruption

Central System for Observance and Accountability (CSOA) completed a report that revealed administrative and financial corruption at the High Institute for Health Science of Ibb Governorate during 2007. The report pointed out that large administrative financial offensives and counterfeits violating the law were found by the CSOA through the checking of the Institute accounts, resulting in the illegal appropriation of millions of money from the Institutes central financial budget.

The report indicated that YR 472,000 was given to Ebrahim Abdul-Fatah al-Ghashm, son of the Institute general manager, who was out of work for 56 months. The report indicated that Ebrahim was a high school student and he was studying during his absence.

According to the reports, YR 9,800,000 was spent as rewards for security guards, lectures and supervisors, when the Institute lacks to a definite method for spending rewards in what obtains fair. 56.1% percent of the rewards were given to 13 employees. YR 225,500 was spent as rewards for administrative officials during September of which YR 124,500 was spent for administrators and YR 101,000 for the manager, though it was a holiday. YR 212,000 was spent as rewards for supervisors for February, September and October though the students were on vacation. YR 1,407,000 was spent on various rewards, of which YR 145,000 for the annual report and the final account made by the cashier. The report consists of six pages and was prepared from inside the computer of student’s affair without exerting much effort. YR 140,000 was spent as a reward for the cashier as a committee to reply to the CSOA report.

YR 1,670,000 was spent for deputy’s managers of administrations for transportation. YR 492,000 was spent for transportation for 5 employees. YR 332,123 for medicine of which YR 50,000 was in the name of Mohammed al-Zubairi, Deputy Manager of Amran Health Institute branch. He was not among the employees of Ibb branch. 20 payments totaling YR 597,800 was spent on travel in during 2007. The report indicated that YR 148,200 was paid on 11th October 2007 for the travel of a committee for pursuing some tasks. The committee was authorized by the Dean of Sana’a Health Institute. The members of the committee were not among the employees of Ibb Health Institute. 

Under the name of hospitality YR 335,400 was spent in eight payments. The guests were the manager, deputy managers and administrative officials themselves and there was no document to prove the arrival of any committee from outside the institute.

YR 226,249 was spent in the name of paying the bills of water, electricity and telephone of the break; however, the Dean’s Office in Sana’a pays the bills centrally. YR 374,900 was spent in the name of nurture for 23 female students living in the Institute accommodation. It was proved that the female students had already graduated and they were employed and they didn’t receive any nurture or money. The report confirmed that the officials in the Institute had signed on lists instead of female students. The signature indicated each student had received YR 16,300, while in fact, they didn’t and the officials took all that sums illegally. 

The report indicated that the total of the revenue was YR 18,857,428 during 2007. It was clear from the document that YR 4,849,600 was not deposited.
