ADEN, July 21 (Saba)- Amid Yemen’s readiness to host the 20th Gulf Football Championship later this year in Aden and Abyan governorates, the security leadership has announced a comprehensive training plan to boost security.
The plan will enable policemen to use information technology as well as offering their services a better way to visitors and citizens. More than 800 officers and soldiers are being trained how to use computers and get the international computer driving license (ICDL).
The security administration also intends to educate its personnel on how to set up the data groups through managing, frequent updating , computer programs and operating the communication system such as calling the emergency number 199 and using the Geographic Informational System ( GIS) as well.
Furthermore, the plan includes training them on all the civil defense tasks along with training air, ground and marine services how to react to different situation with the citizens and the visitors.
The work paper presented by Aden Security Department in the training workshop was held under the motto “Development and Security on the Path of Receiving 20th Gulf Football Championship” showed that the crime rate has declined in Aden in comparison with previous years.
Security stability:
Generally speaking, the digits demonstrate that Aden’s security is stable and that there isn’t any security risk in comparison to other regions as the reported crimes centered in the random poor areas where there was shortage in security services. Most criminal acts spread among uneducated or unemployed people and vice versa.
Improving qualifications
Through the criminal status, we find that the security has the efficient qualifications to execute their tasks. Aden security is stable and there are no any obstacle against the development despite some individuals’ faults.
Constructions’ safety service
Security authorities in Aden are provided with more than 250 buildings in addition to dignitaries. The targeted establishments are
public offices, hospitals, banks, centrals, post offices, electricity corporation and other facilities. They aim at putting electronic monitor system in and join them to the fire alarm net as well as install anti-explosions systems.
Information Technology:
Aden security worked with the local authority and the Interior Ministry on updating the security administration and inserting the IT system which would meet the needs of the civilians and the visitors.
This electronic system includes:
* Digital leadership and control center that achieves integrated control on different units, administrations and branches at the same time without interruption through assigning the suitable workforce.
The security services will spread all around Aden city starting from the ground and marine outlets up to guarding the public utilities and organizing the traffic jam to guarantee the security stability.
The electronic control is capable to store a huge amount of information and getting the wanted information transmited quickly. Through this service, trained security forces can control the field units and direct them from a far distance. In addition, they will monitor the public utilities, record information and presenting free services to the citizen.
* Data base: there is a team who is in charge of gathering information from various sources, classifying, inserting them to their fields and updating them continuously. This includes the following facilities:
Religious: Mosques, cemeteries, churches, temples.
Health: Hospitals, clinics, pharmacies, labs.
Educational: Schools, institutes, universities
Services: travel agencies, Internet café, real state offices
Banking: post offices, banks, money-exchange offices
Transportation stations: among districts, provinces and countries
Tourism: Furnished apartments, resorts
Associations
News papers locations
Clubs
Companies
Difficulties and obstacles:
The work paper that has been discussed at the last workshop shed lights on the difficulties that faced security forces to make Aden an economic and trade capital.
There are difficulties facing the judicial authority like the extended periods of proceedings, executing verdicts issued by some judges, neglecting commitments, stealing taxes, forging crimes and other problems related to abiding by laws.
In housing compounds, electricity and health service are not enough. There are no wide places for parking, no basements and no wide areas to construct new ones. Roads are not constructed in good modern manner.
These compounds also lack to car maintenance, security and qualified laborers.
Suggestions and solutions:
The solutions needed to all above mentioned problems lie in realizing security and development.
Concerned bodies should work on implementing all the political decisions on all the previous political issues, police should work independently and be provided with due fund.
They should improve the police information technology, the country outlets should be under the electronic control and provided by anti-explosions systems.
The owners of the significant projects, institutions, banks and other public and private utilities should be cooperatives and subjected to this system.
The reorganization of the new police station should be approved to be able meet the citizen’s security protection.
They should finish the structural plans to finish building the highway between the three provinces (Aden, Lahj, Abyan).
Finally, the workforce should be trained on how to deal with visitors gently and nicely.
